Actually, I do have a comment along those lines, I thought did the US forest me Apple do you use USB-C chargers for all those devices? Did this never end up passing?

Then why does Apple (other brands too) ask more money for their phones when removing standard accessories? A 30W Apple power adapter costs 45€. Why doesn't Apple give me these 45€ back when i decide not to get a charger but only their already overpriced 1000€+ phone? You say it would be like asking for trousers when only paying for a shirt. no it is not, because in this case you pay for the trousers too. Apple raises prices but cuts necessary accessories. isn't it embarrassing that when you buy a 1000€+ phone you have to pay additional money to make it work, something that wasn't an issue before? it is like the bags in the supermarket: first, plastic bags became chargeable due to environmental pollution. we still have environmental pollution in the same or even higher scale as before but now the customer has to pay to get a bag. and not just that, paper bags were introduced afterwards but became chargeable too due to their environmental "friendliness". eventually, the customer has to pay for both the plastic bag and the seemingly friendlier paper bag. in short: he has to pay for a SILLY bag. and at Apple, the customer has to pay for a SILLY charger, which he doesn't even get. the environment is the dumbest excuse ever.

Apple charges some small fee (I think nowadays is 5USD, it used to be 10USD) to manufacturers who produce accessories with lightning connector. Because lightning connector is licensed by Apple. Also, the third party products need to be certified to use with Apple products (something like MFI, made for iPhone/iPad). Otherwise any damage to the Apple product will result in loose of warranty. That is one of the big reasons Apple doesn't want to ditch lightning connector. They get a lot of money from this license. Is all about money and all about profit. But, of course, Apple fanboys will always find excuses for their beloved brand. I feel sorry for them actually.

My question is: who gets to keep that money? Does the Brazilian Government utilise the money they got from the penalty to buy chargers for their local Apple consumers?

If they were worried about the environment, they would've switched long ago from lightning to USB-c as every other phone did. Their lightning cable is limited to USB 2, a lot slower than USB 3 and thunderbolt (which they have on their Mac). They are greedy. Maybe they'll switch to USB-c now but only because of EU laws.

Actually, not shipping the charger cost much higher to the environment, since the charger we needed will be packaged inside a different box which will cost an extra wrap and papers used when shipped.

Apple sells only a few percent of the chargers that iPhone users buy. People use chargers from different manufacturers, because all can charge iPhone with no problem. Oh no no no. Let me enlighten you then. Last year in Russia Apple charger sales went through the roof, 884% increase. 8.4 million chargers sold. A few percent you say? Now let's see how Apple makes even more money out of this. They reduced the size of the box, so they can ship more, paying the same for transportation, logistics. 40% drop in shipping costs. More: when Apple took the charger from the box, why didn't the iPhone price went down? at least a bit? oh i know, it's a small parcel in the total value of the phone, so it was diluted, absorbed. And they had a ton of motives for that, the phone was upgraded etc how convenient. They saved about 6 billion with this cut but didn't pass the benefit to the end consumer. Kept it in their pockets yaaay! It's estimated they made around 293 million worldwide with charger sales. Well, there goes the environment because they had to make charger boxes and ship them etc how cynical. Corporate greed? no, they are full of good will.
